Bill is a Senior Software Engineer for SpringSource. In this position, Rowe is responsible for developing and delivering the company’s certified builds of Apache, Tomcat and related modules.

Bill’s contributions to Apache include numerous enhancements to the Win32 port of the HTTP Server project, including CGI, security, service control, file system support, and APR design targeted at the WinNT native API. He provides Win32 hints to Apache related newsgroups, and has been a speaker at previous ApacheCon events.

Bill is a member of the Apache Software Foundation where he currently serves as Vice President, HTTP Server.  As such, he is an active committer on the Apache httpd and APR projects and in areas such as integration of Apache 2.0 with the Win32 security model and add-in modules.

Prior to joining the SpringSource, Bill was a Senior Software Engineer for Covalent Technologies which SpringSource acquired in early 2008.  Previously, Bill provided consulting services in data transformation, application integration and Web interface services.  He started his career developing an array of customized revenue document imaging systems.
